T here after, there are many of the admissions experts, institutes have played a Remarkable Role of Individual Distance Education and Free Education Many countries have recognized the need of free education and the need for free education has been a ccepted The Ministry of Human Resource Development, Ministry of National Development (National I nstitute of National Institutes of Open Schooling - NIOS), has laid the founda tions of free education in 1686 by establishing an independen t system, A t present, the National Institutes of Educational Research and Training (NABH) are divided into 11 divisions, three sub - divisional centers, three thousandAssociate Organizations (AIS) and Financial Institutions (AVIS) are working. The network o f these three thousand centers is spread across India Nepal and the Middle East. Keeping , the total geographical scope of the country and c onsidering the necessity of the welfare of the states, the states als o need to make efforts to reach level f or the National Institutes of Education (NIOS), the states are being encouraged and guided for the same . Currently i n the country, there are 15 state schools and one national school in the country. The education strengthens the foundation of man's thinking. It is a continuous process which helps to remove all obstacles faced in the learning process . It improves and has an important contribution to improve . It is eminent that all minor children should have basic education. For this , many schemes are implement ed in the state. Still many students have unable to procure education . Some handicap students are unable to get formal education in main stream school s . The need of the hour is to o make available many subject options for formal education. The current journey for s tudents from the state, from 1st to Class 10 has been very challenging and has resulted in phase d drop - out s. In th is case, the number of girl dropouts is also significant C onsidering thi s situation, the government in reference to the rule , Maharashtra State Open Board has been established on July 14, 2017 . The Government though of making improvements, hence a decision to ma king improvements in the circular dated July 14, 2017 was taken. Government Decision: - 1. Addressing the issueThe Maharashtra State Open School Board was established on 14th July 2017 . However, submitting the necessary provisions to the Government appropriate corrections and decisions will be made. 2. The corrected provisions are as follows. (2.1) Equivalence - In the Maharashtra State Open School Scheme, primary, high primary, secondary education c ertificate examination and Higher Secondary Certificate Examination will be included .Government Examinations will be equivalent to the State Board's 10th and 12th s tandard examinations. Also, it will be applicable to the government's education available for higher education and employment. (2.2) Units of Open School - 1. To s tart formal training for school education. 2. Reduce school drop outs. 3. Education facility can be availed by adults, handicaps , hous ewives, workers, sports persons , etc. , universall y . 4. To make availabl e the education for those who are unable to attend regular school. 5. Providing education facilities for the students at the local level. ( 2.3) The characteristics or peculiarities of the open school - 1. Facilitated Learning 2. Study opportunities according to convenience of the individuals. (Flexibility of subjects). 3. Providing alternat ives of many subjects to brilliant/genius students of form al education. 4.Availability of vocational subjects . 5. Transition of Credit 6. Provision of e ducation for all 7. Special Subject scheme for Handicapped Students. (2.4) Pre - eligibility for Open School - (A) Prima ry level: Standard 5 (aforementioned ) 1. The registration is o pen for candidates who should have completed 10 years of age . Not a maximum condition. 2. Proof of age certificate (Birth Certificate) . (If the certificate is not available, then Parents have to submit to the Board an affidavit regar ding the same ) 3. If one has not gone to a for mal school, a self - certification letter is required (if the applicant is above 178 years of age ) . 4. Parents/Guardians need to submit a Bondif the candidate has not attended formal school ( if the candidate is less than 18 years). 5. Class 8 students with age below 14 years will have to register at the centre as a regular student for the school. (B) Intermediate level : Class 8th ( Intermediate school exam coordinates ) 1. While enrolling, the candidates should have completed 13 years of age . Not a maximum condition. 2. It will have to submit a birth certificate as proof of age . (If the certificate is not av ailable then the parent’s affidavit about the same has to be subm itted) 3. If the student has not attended a formal school, give the self - declaration of the same needs to be submitted (if age is greater than 18 years ) . 4. Parents affidavit regarding not having attended a formal school(if age is less than 18) needs to be submitted . 5. In class 8, students who are less than 14 y ears of age have to contact the center and the school will have to register them as regular student of the open school. ( A) Secondary level : Class 10 (Secondary School equivalent examination) 1. The candidate should have completed 15 years of age while enrolling for the exam . There is no maximum condition. 2. Birth Certificate has to be submitted . (If the certificate is not av ailable then the parent's affidavit has to be submitted .) 3. Candidates sho uld have p assed at least 8th standard. 4. Candidates must be a resident of Maharashtra for two years. (Submit a n appropriate address Proof / Domestic / Bank passbook / telephone bill / interest payment / employment l ocation card, etc.) 5. Submission of passing certificate for class 8. 6. Candidates who fail to qualify for examination in the Secondary School Certificateof Examination will be eligible for examination. T he se students will be given TOC (Tr ansfer of Credit) . However , debarred students w ill no t be given admission . (2.5) Registration : 1. Candidates will be eligible for the examination after six months of enrollment. 2. Once registered, it will remain valid for five years for a single s td . (Automatically for each standard registration will have to be done independently .) 3. Five consecutive or nine consecu tive examinations can be availed for a class by this registration. 4. Re - registration facility will be available. Regarding regi stration period and opportunity for exam will b e as per point no. 1 and 2 above. 5. After re - registration for the examination, the exemption received from earlier examination will be kept valid. (2.6) Courses: - 1. Maharashtra State Educational Advisory Council (Education), PuneMaharashtra State Textboo k Ins tructions and Syllabus Board (Bal Bharti), Pune, will be in charge f or subjects pertaining to classes 1 to 10. The curriculum and text books they have prepared will also apply. 2. PSSCIVE for topics under the National Skill Qualification Framework (NSQ F) The curriculum and textbooks prepared by Bhopal (MP) will be applicable . 3. Classical Arts for Class 5, 8 and 10 (1) Creative Arts Awards - (Art , Handicraft, Painting) (2) Indian Music (Singing, Instrumental , Dance) (3) Production of Home and School Utility Maharashtra State O pen School Board will be making the curriculum and self - study material (2.7) Objectives - Guidelines for se lecting subjects - 1. It is necessary for the students to pass in five subjects. The student will be eligible to pursue higher level studies (in college) only in the subject s which he may have cleared in Std X . For example: - If you want to get admission in branch of science for furt her education, in 10th standard it would be necessary to opt for English , science and mathematics. 2. The student of the Open School Board who passe s the Class 10 except i n English Language will still be eligible f or State Board for Class 12. The student will a lso be eligible to apply for Std XI, State Board. 3. It is essential to opt for two languages a part from the medium of instruction opted for at the Primary, Hi gher Primary and Secondary level. 4. Subject plan for primary, high primary and secondary level is given in the Annexure - 1 5. According to Annexure 1 - T he s ubject matter of Primary, Higher Primary and Secondary levels can b e a change d with due validation from the government . (2.8) Examination method and evaluation: - (A) Primary level (b) Higher primary level - According to the Right to Education Act (R.T.E.) evaluation methodology , will persist. C ) Secondary level - 1. 100 marks will be the final written examination for language subjects. 2. Mathematics examination will be of 80 marks written examination + 20 marks practicals/project/class work . 3. Written examination of the science and techn ology subject 80 marks and the practical exam will be of 20 marks. 4. Written test for history and political science subjects 60 marks (history 40 + political science 20 ) . Written test for geography subjects will be of 40 marks. 5. I nstructions issued by the relevant system for NSQF subjects will be followed 6. 50 marks in the written examination for the subjects of Arts Subject and P hysical Education will be of 60 marks. 7. It will be mandatory for students to opt for 5 subjects a ccording to the subject p lan. 8. The passing certificate will be issued only if the student has passed all the 5 subjects . 9. The medium of instruction for Maharashtra S tate Open School Board wil l be in Marathi, English and Urdu medium. 10. It is not necessary to give e xamination of all subjects at the same time. T he student can apply for a total of nine exam inations in a period of five years in the subjects of his choice . 11. Examinations will be held twice a year in June and December. Various m odules of these exams can be given. There will be a transfer of credit arrangement. 12. The evaluation plan will be in accordanc e with the rules set by the Open School Board. (2.9) Registration Fee, Examination Fee, M iscellaneous Fee, e tc - The rates of the above items will be subject to deci sions of the Maharashtra State School Education Board. (2.10) Administrative structure and management Maharashtra State as the State Level President for the State Vocational Board of Secondary Education w ill be the President of the Secondary and Higher Secondary Education Board. Other recruits / Employees will be required to appoint deputy commissioner / contract expert as per the requirement of Maharashtra State S econdary and Higher Secondary The education board will continue to be recognized. The following will be the mechanism to implement this scheme properly. Primary, High Primary, Secondary, and High School of the Maharashtra State Open School Board will be responsible for a ll the terms and conditions which are appr opriate for the study of the relevant secondary school board as also the p reparation of study material for teaching students for disabilities and e mpowering the regulatory board in the executive committee. 4. To recommend to the working committee, for the Assessment of skill study, education and examinati on. 5. T o maintain coordination in the work of study committee and scrutinize recommendation for various issues. 6. The following things are considered in respect to the details of the study board affiliate d with the final examinations To submit the report to the Executive Off icer with the following details: A) Total number of compulsory and optional subjects B) Proposal for starting a new subject or omitting an existing subject . C) Grouping of topics and ch anges in such groups. (2.12) Study Guide According to the requirements for the subjects set out in the Open School Board, Autonomous behavior will be done. 3. For Class 12 : Prioritization Eligibility, Subjects, Examination Methods and Assessments i nstructions will be issued separately . 4. The Board has got approval for the proposal to set up Maharashtra State Open School Board . For the implementation of this scheme, setting up of a dedicated school for the purpose of study, study material etc. will be the responsibility of State Board of Directors (Maharashtra StateSecondary and Higher Secondary Education Board). 5. Maharashtra State Open School Board will remain functioning as a part of the State Board. At present, depending on the amount of manpower, basic facilities with support of available funds of State Board Maharashtra State Open School Board to be establis hed. From the corpus obtained by the registration fee i n the future , the State Open School Board will be appointed as an intermediary. The same can be p lanned by State Board . So that t here will be no financial burden on the state government due to the State Open School Board, or t he new claim need not be created. 6.
